| Job description: | Report to: HSE General Manager JOB PURPOSE: Assist the HSE Manager to develop and implement HSE Management System, (HSEMS) elements for Project Execution and Operations phases, to be applied at Company offices and sites to ensure smooth operations of all related HSE activities and services to meet Company requirements. Act as the main HSE point of contact for the Operations Department, by attending daily meetings, interface with the Operations Engineers and participation in Facility audits as HSE Representative. Perform the role of Site Safety Supervisor at Offshore Facilities when necessary, to support Operations activities. Carry out Pre – Start Up Audits for Company and Contractor new and modified facilities This is an onshore position, based in HCMC, but with occasional visits required to offshore worksites as necessary PRINCIPLE ACCOUNTABILITIES The development and implementation of the Company HSE Management System (HSEMS) is an important activity for Company that requires a knowledgeable Safety Engineer who can assist with the development and implementation of the HSEMS elements and processes into specific Safety actions that can be reliability adhered to during the Project Execution and Operational phases. Operations activities presents a potential high risk to involved personnel, both Company and Contractor, therefore the preparation and implementation of Risk Assessment and HSE plans are essential in ensuring that the agreed HSE objectives and targets are achieved. The Operations component of the Company’s project is significant and in this regard, a close working relationship with Operations Department, D&C, Logistics Departments and Offshore Facilities, including contracted FSO is required to ensure that the agreed HSE objectives and targets are achieved. The Safety Engineer will report to the HSE General Manager and is directly responsible and accountable for the following functional activities: Onshore Office: Under the guidance of the HSE General Manager the Safety Engineer will: - Assist in the preparation and review of HSEMS and Operating procedures and instructions - Assist with the development of HSE Programs, Emergency Response Plans, and Bridging Documents - Participate in HAZOPs and HAZID’s for Company and Contractor’s new and modified facilities - Carry out HSE reviews of engineering modification requests, including engineering drawings, (P&ID’s, Layouts) - Assist with development and maintenance of the Company hazard reporting system, - Facilitate risk assessments in support of Operations during Project Operations Phase - Carry out Pre Start Up Audits for Company and Contractor New and modified facilities - Manage the Safety Recommendation tracking database and track performance measures. - Establish and maintain the chemical/hazardous material (MSDS) database - Work closely with Company’s FSO contractor and ensure integration and compliance of Company’s HSE philosophy and goals, participating in interface activities to support the implementation of the HSEMS in FSO Operations. - Lead Company HSE audits to the Company and Contracted facilities - Conduct safety training for Company Operations and other personnel as necesssary. - Assist HSE GM with the compilation of necessary HSE reports required by local regulatory agencies. Offshore Operations: Under the guidance of the HSE Manager, the Safety Engineer will: - Assist with investigating near misses incidents at Company and Contractor sites - Provide HSE offshore support during operations and special periodic surveys - Participate in HSE audits and inspections for Contractor and Third Party facilities and vessels - Carry out HSE training for offshore staff and Contractor personnel - Visit Company and Contractor sites and offshore facilities in order to assist with HSE in work activities - Participate in Company sponsored third party audits/inspections (aviation, working environment) to Company and Contractor facilities - Act as Company observer for annual Oil Spill Response exercise, compile exercise report/ recommendations - Act as Company observer for annual Medivac exercise, compile exercise report/recommendations - Act as the main Company HSE Representative for interface between the HSE and Operations Department, join facilities audits and inspections as Company HSE Representative when required - Carry out required Company HSE training and assessments for Company and FSO contractor personnel |

Minimum education level: Bachelor of Engineering COMPETENCIES: The Safety Engineer competence will play an important role in the ongoing development and implementation of the Company HSEMS during the Project Execution and Operation phases. The Safety Engineer competence should preferably cover knowledge and experience related to offshore facilities design and operation, including safety engineering, safety studies, risk management and have sufficient understanding of the relationship of effective HSE in the achievement of Company objectives. Experience in offshore production activities is essential for this role. *****Core competencies: - Able to deliver performance under high pressure environment. - Proactive in networking and team work development. - Able to break down problems into simple lists of tasks or activities - Self motivated, and look for opportunities to learn and develop. - Able to describe facts and communicate information to others - Excellent verbal and written communication skills. - Takes the initiative to keep up to date with new information, new developments and best practice *****Technical competencies: - Knowledge of Vietnamese Laws and Regulations applicable to the oil and gas industry - Knowledge of safety engineering principles and facility design in the oil and gas industry. - Knowledge and experience in offshore production operations - Familiar with Offshore Risk Assessment particularly with Hazard and Operability studies (HAZOPS) and Quantitative Risk Assessments (QRA); - Lead auditor qualification - Understand of toxicity of toxic substances and gases used and exposure in petroleum industry; - Experience in development of safety cases and their documentation is desirable - Experience in development of HSE management system documentation is desirable - Knowledge of work place safety in the oil and gas industry - Knowledge of incident investigation techniques and practices - Knowledge of quality systems audits, e.g. ISO 9001, 14001 and OSHAS 18001 - Ability to prepare and maintain reports and other correspondence related to HSE - Knowledge of Material Safety Data Sheets (MSDS) - Offshore experience would be an advantage
QUALIFICATION AND EXPERIENCE: - Degree qualified in either Safety, Mechanical or Chemical engineering discipline - Further qualifications in safety engineering/loss prevention an advantage - Minimum 5 years experience gained within the oil and gas industry - Familiarity with drilling operations and production operations would be an advantage - Cultural sensitivity and ability to work within diverse team - Experience working for or with foreign invested company in Vietnam would be beneficial - Independent contributor and highly motivated - HSE orientated - Proficient in English language - Skilled in Excel, Word, PowerPoint and Access - Knowledge of database construction & maintenance would be an advantage
